Ashwin Kumar CS SNATTA UP(West) and Deepak Sharma DGS SNATTA along with C Singh GS NFTE meeting with CMD BSNL

 Yesterday dated 04.02.2022 a meeting regarding JTO LICE was held with CMD BSNL along with GS NFTE, DGS SNATTA Deepak Sharma and CS SNATTA UPW Ashwin Kumar was present in the meeting.

We explained in detailed regarding the present situation and uncertainty about the JTO LICE amongst all the eligible candidates due to current vacancy position with respect to current working strength and revised sanctioned strength in as most of the Circles.

We also reminded the earlier commitment of issuing notification for various LICEs before 30.11.2021 which is not issued till date.

CMD BSNL gave patient listening and

discussion was held on following points

1. Current proposal of conducting JTO LICE and vacancy position in all the Circles to which CMD BSNL replied that only instructions are given to conduct JTO LICE and final vacancy position is to be finalised.

2. Wheather pre VRS vacancies are considered for LICE to which the reply was in negative we insisted to consider pre VRS vacancies as all eligible candidates had already completed the required eligibility condition of 5 years as on 31.01.2020 i.e effective date of implementation of VRS. No firm commitment was given on this point 

3. We explained as all the eligible candidates have already crossed the initial basic pay of JTO i.e 16400 and there are no financial implications in promoting all the eligible candidates who qualify the JTO LICE exam irrespective of vacancy position in different Circles. No positive assurance on that also.

4. Wheather the exam will be conducted vacancy year wise or a single exam to be conducted no final decision is taken in this regard. We informed about the order of CAT Jodhpur and CAT Chandigarh directing BSNL to conduct vacancy year wise exam. CMD BSNL informed that due consideration will be given to various court orders.

5. At the time of implementation of VRS it was announced that vacancies will be abolished for those who opt for VRS and not for the unfilled vacancies at time of VRS to be abolished and a fair chance to appear for promotional exam to all the eligible JEs as on 31.01.2020.

6. What about the promotional aspects of the candidates in Circle where already there are no vacancies for promotional exam of JTO CMD BSNL informed that willing candidates can be allowed to opt for other Circles where vacancies are more with the condition that  there should be consensus between all the stakeholders for this and also with the condition that a candidate opting for other Circle will have to serve in that Circle for a period of 10 years. We informed that as already vacancies are very less and number of eligible candidates is very high so this option will not solve the problem as both JE and JTO cadre are Circle cadre and in the Circles where JE strength is surplus JTO strength is also surplus and promotional aspects of JEs are seriously affected while promotion is being given in other cadres are being given despite all the difficulties, JEs are discriminated when promotion aspects are considered.


It is quite evident that its high time for us to get united against this discrimination and struggle for our rightful demand of promotion.

Result of our struggle will entirely depend on our efforts and our participation. So be prepared to oppose any attempt to discriminate JE cadre. And every single JE must get his fair chance to get promotion.
